Details: Shadow was impersonating steam staff in order to convince others to join his unusual raffle. The hat can be seen in image 7, although the text belongs to the S. Festive G launcher he had in is backpack as well (image failed to load for me). Nobody would join his raffle, saying that an admin had to come online and act as a middleman, so that is when he began impersonating. He was not impersonating anybody specific, simply claiming to be part of the steam sales group. While nobody fell for it he was very close to convincing a few to give him keys as an entry fee before disconnecting when I told him he's been reported for impersonation (I also reported his account on steam). He currently has no special reputation status.
