I was not a victim due to my vigilance. This guy random added me then asked to buy keys for $3 he then proceeded to ask to buy other valuable items in my inventory and over a week of talking he said how he could transfer me money but then couldn't at one point because steam update bugged the trading mechanism he was going to use.

He used a message as proof of him sending the money, here is a screen shot.
