I was added on steam, he found me either on reddit or steamtrades, he wanted to buy terraria, I went first, steam trade, he never sent paypal, just logged out.

Can you provide screenshots of your trade history and paypal history to verify non-receipt of payment?

Here's the trade history for the item, his current name is eg0ists, he's on the bottom and you can see the item is Terraria. You can see the time and the date.
