    Well here's the story
There's this guy named de@th i saw him at dota2lounge trading cards i bought some to him like 18sets of cards to be able to get my steam to level 15, then after a few days i think this guy can get me a steam wallet codes since he has lots of market transactions since a very trustable guy so i talked to him regarding about this, then he said he can but a different kind of sending the money via kiosk ( not sure if it's kiosk ) but he manage to send me a steam money directly to my wallet even though i don't have a wallet he send me 1$ to my steam then i gave him the whaleblade as promised then he send me the other $, so here's what happened after i recieved the money ( http://i.imgur.com/fOHCViD.png , http://imgur.com/CxtjxFj )i cannot buy anything from the steam store nor to dota2store then i told him maybe we just need to wait and i also sent a ticket to steam support regarding about these then he and i agreed to just wait.

After 2days steam supports reply these ( http://imgur.com/ikjdoQe ) then i tried what they said i manage to buy a game and a slardar set from the dota2store then i recieved this ( http://imgur.com/eiK5EiE ) kinda shocking to me bec. i haven't done anything then i tried to search up i found out that this kind of situations also happened to other people that if a russian send you even a 0.01 your day will be f**ked up then there right.

The guy i traded with is not concern about this crap so he tried to help me by posting at the thread i did at reddit he never thought that steam support might think i'm a hijacker or theft.

The only one who can help you is Steam Support.

We (SteamRep) always had the stance that Steam Wallet Codes, Game CD Codes and the like should not be exchanged between users to be activated on someone else's account, for a number of risks are involved with those (hijacking of accounts, problems with those codes could arise and nobody outside the person that activated the code would know what went wrong with activating it, etc. etc.). The parts that should be traded in our opinion between users that are steam related should be the items one can drag into the Trade or Trade Offer between users or exchanged via Steam Community Market. Any part outside steam should be fully outside steam, like paypal, bitcoin etc.

These are the reasons why we advice any middleman to not deal with those codes to be activated on steam. Those codes are personal and for the persons own account, for they would have the original packaging of the CD code, or have the steam wallet card from the russian kiosks or w/e. They can prove to Steam Support they physically have the code, and are able to respond within the requirements of steam support (writing ticket number on the code, and make a picture of it etc).

I personally have been warning against these since like 2008. People keep trying to trade them, with all the problems around them. Unfortunately you ended up with the problems around them. But as stated in the first sentence of mine above, SteamRep cannot help you with this, only Steam Support can. We do not have any influence in the policies that Valve uses on this.

The only idea I may offer is, as the codes where for money, is to top up the account with these amounts at least, and tell Steam Support they can remove the amount associated with the steam wallet code from your account. As there where already bought items/stuff with the steam wallet, its often not a go for letting removing those. They rather remove funds then games or w/e.
However, don't come back to me if the above doesn't work. I would not know their specific policy on this and what they allow or not.

I hope for you that over time you get out of this predicament with Steam Support, but they have been quite harsh on these for a long time.
