Any possibility of contacting a steamrep admin?

Hello,
I have been trying to contact any steamrep admin to clear up my issue, I have scammed two people for keys and I am trying to pay them back so I clean my steamrep cause I had change of heart. Plus I got a report that I have not attempted and I will try to clear up what I did, the problem I am facing that I am not able to open up my block list to unblock the two people I scammed about two or one year ago. I am hoping to fix what I damaged.

We cannot force them to add you.
