Are bets that people don't follow through on considered scams?

I question this people people can be banned for running from a spycrab.

This guy was trash talking my spy abilities in a degroot server. I was feeling cocky and he was pretty bad so I made a bet with him.

The bet was a typical sort of spy 1v1, whoever gets a domination wins. We also agreed knife only, and no shanks if you can avoid them. Whoever won would get the other guy's spy set.

I dominated him so he proceeded to begin shanking me continually until I died, claiming that whoever ragequits first is who loses.

I was a little unhappy so I tried bluffing and saying I'd report him/get him banned et cetera, nothing actually scary, just a bit of a warning, and his first thought is to block me on steam and then leave the server.

Is that the sort of thing that is bannable?

I don't have super great logs, and it wasn't all in steam chat -- I still have the chat window open, and I p-rec'd it so I have a .dem of the whole thing.
