Any partner community can grant them, partner communities are listed here, go and apply with them: https://steamrep.com/

Also SteamRep admins get them, you can apply for SteamRep moderator (moderators don't get tags) here: http://forums.steamrep.com/forums/staffapps/

You'll find most places won't just give you an admin tag because you ask nicely, you have to prove your trustworthiness etc.

Why would you want an administrator rank?

If you just think a little bit or you just search around the forums you would have found your answer already, but I understand that not everybody likes to read or especially use common sense.

Admins on SteamRep handle reports or appeals, and often also handle other things in name of it. Partner Community admins do the same thing: handle trade related issues on their communities. Its not a "badge" of honor or w/e, they get it to recognize who are the real admins vs the imposters. Most of those admins put daily hours of work into SR or their community. Those that don't, lose the tag after some time, for they aren't performing their admin duties. There are also admins that do not care for such public tags anyhow.

How to get them? investing time into SR by applicating for mod position, and maybe after a period you get upgraded (a bunch of mod applications are frivolous, and aren't doing any work). Same on communities: invest time there and work on their communities.
