    Why you don't accept this scammers who try to scam and didn't finish scam because someone is catch them? They will scam someone next time and you will then do something... This isn't good.

    It's all about proof, if a staff member can prove beyond reasonable doubt that this person was in fact trying to scam, they will be marked.

    It's just the fact that it's harder to PROVE that someone was trying to scam if they were stopped in the middle of the act.

    Each individual case is looked at separately if they contain enough evidence. While a admin will see the other reports, and will look into those if those have enough, its a requirement that the case can be closed with enough evidence to be sure they where attempting to scam.
