    I would think private profiles and trade banned profiles are fakes. Make an impersonation report on the not trade ban one .

    Valve employees do have private profiles sometimes, and this is one of them. They won't be trade banned though. Thing is though, you probably won't see anyone from Valve involved in trading... ever. If someone says they're middlemanning, checking items, or whatever, you should assume it's fake.
