Kid adds me, pays for keys then deletes/blocks without receiving keys. What do I do?

http://steamcommunity.com/profiles/76561198069830466 added me yesterday to buy 7 breakout keys in CSGO. We agreed on a price which was something like $13.95 I think. ($1.95 each). Of course he is to send first given my reputation, but he sends the money as a paypal invoice which is something I have never seen. It shows up on my paypal account which I verified that I will have the money in up to 24 hours. I tell him I'll give him the keys once the money verifies which he protests for a second but then is OK with.

I go AFK to watch Wimbledon. When I come back to my laptop hours later he has deleted me. I send him a friend request so that I can give him the keys and this morning I find out he has ignored my friend request. I join one of his groups that has 38 members to try and let him know I will give him the keys. He ignores those replies. I then try to trade him and it gives the "you are blocked error" as seen in this photo http://puu.sh/a0tKu/8bb5d20142.png

What am I to do here? I've never had something happen like this in the 1000+ paypal transactions I have made.

He tried to scam you, invoice is a REQUEST for money, not a payment.

Exactly. This type of scam is happening more frequently and even confused me when I saw it.

That's what I thought too. but as shown in the puush screenshot here http://puu.sh/a0tUX/0beb7156b1.png. it should be adding 13.65 to my account which is odd. I don't understand it.

If he tried to scam you by actually giving you money, he's one Bad scammer.
If it is a scam in any way, why not just refund the money back once you absolutely confirm that you actually have the money, and that it's not some trick to make you think you have the money.

really, what it is showing, is that he needs to add that amount to his PayPal in order to PAY THE INVOICE/BILL.

@ForteSP whenever you acquire a new account on a new site, like for this instance PayPal, do you never even READ everything? or browse thru ALL its options, and ALL its features, and all the little gimmicks such a site has? you know, for the PURPOSE to get to KNOW the service, and all the naming and whatever of it.

Log in to paypal, on top you will find a option "request payment" on top of the page, CLICK IT, then below you have a option to SEND a INVOICE, to BILL somebody for services or goods. Thats what the guy did.

I know it's a bill to me. I saw that in the email and I even questioned him initially about that. I just don't understand why it's telling me that I will be getting +$13.95. That just doesn't make sense

I know these features and have used them, on multiple occasions . I just have never seen it try to add money to my account and bill me simultaneously.

Man, there is really no other way to tell you. Must I use blunt force to smash it in your head to get you to see it or what?

If you by now don't understand how that scam attempt works:
Invoice/Bill you for the amount of money he owes YOU, to let YOU think you are RECEIVING. Man, I see you PAY him that amount, AND give the keys.
