Improper Format Nebula.EXE - PayPal Scam

I have recently become a victim of a PayPal scam.

Incident:

I came to an agreement with a person to sell out my entire backpack for $50. Later on in the conversation he decided my backpack isn't worth $50 and pushes me down to $37. I agreed it wasn't worth $50 so I obliged him. I don't have the cleanest SteamREP so I offered to go first. I traded all of my items smoothly then the scammer appeared offline. I checked to see if I could add him and found he had blocked me.

Additional info:
Apon checking my SteamREP page you will find that I have also been flagged as a scammer and I copped it on the chin which will probably make you think "why give this guy the satisfaction of flagging this other scammer". Right? Although it is true that this will give me a little satisfaction seeing this person flagged but the main purpose of this is to prevent this form happening to anyone else.

He comes off as a really nice genuine person. After checking His SteamREP, steam page and his awards and high rankings on http://backpack.tf I was convinced he was a genuine person.
