    This is because CD key scams are very hard to mark and prove. We have to be able to prove that he activated the keys in order to mark him as a scammer. I will, however, put a caution but he could easily overturn this in appeals. I am sorry for the wait, but the lack of evidence prevents us from being able to take much action.
