The person received my payment and I showed a receipt to prove the fact but he claimed 2 things:

1) The money were not usable at first.

2) He could not see the money in his account.

Lastly, he cursed at me and blocked my communication.​

You are correct. I have closed the chat window and I cannot add him back as he has my communications blocked. What I have provided above is the maximum information I could give. The only thing extra I could provide is the claim I have issued against him through Paypal.

I was refunded the money through the Paypal support system but I would still like to have this person noted as a scammer and/ or a person who is engaging in Fraudulent behavior.

It's great that you were refunded by paypal Though since there are no chat logs I don't think he'll get steamrep banned
