What happened? Description:

Ok, I added him as he was advertising he was selling the lugermorph promo for practically free but you provide wrapping. I added this person and I offered a white painted vintage merryweather (a hat). He said I must give it first as he doesn't want to be tricked into using a wrapping. I told him he must offer something however for me to hold on to until he gives me my wrapped luger. He gave me a killstreak ham shank. We did the trade and he said he sent the gift. He didn't, he just went silent and removed me. I do however suspect the account was an alt. He is using the account as a scamming account. IP ban should happen.
Is there a way I can get a refund? :/
