What happened? Description:

This person is come from Hong Kong Region, which is not in CIS region.
But he is buying CIS gifts Dying Light, Selling the gifts to the people in other region,
saying this is a ROW gift, but it is actually CIS region Dying Light which is not expected to sell to people who is in another region because it has a different price.
Why i am reporting him is that he is dishonest to others and violates the terms of service of steam by reselling CIS region gifts to other region people.

He also mentioned that it is a steam glitch, he is violating the terms of service of steam when he know he is doing wrong, it is unfair to CIS region people and other steam users.​

im he person who he report.
i dont even talk to the 'victim' who he mentioned in this post.
he dont have any evidence ,e.g. chat history.
he totally framed me with no reason, and i dont know why he do that.

the game is one of my russian friend gave me for a birthday gift,
i don't think it violate any policy of steam, i hope this report can disband and give my clean steamrep state back.

Im post a Message in Steamgifts with a offer but we dont trade.
Im buy Dying Light from another Friend.
I think this report is a mistake.
And how do you know he don't got ru+cis tagged games because he traded with Russian Users?

Few months passed,
and this report is still show on my profile, this report severely affect my trading with others.
The 'Victim' in this report already proved that we haven't trade,
so why this report can still pending?
