The ‘seller’ is the person linked above; I have also left a report on his steamrep.

Duo-Man Unusual Scam/Shark

This person had been making tf2outpost.com trades which attracted him interest from users looking to buy his unusual as he is 'quitting TF2'. If someone was to add this user, he would say that 'You can pretty much have it' but he'd only sell it for a type of Genuine Weather Orb (Dota 2 item, Worth probably 1-2 keys), then he would link this person with the steam user - http://steamcommunity.com/profiles/76561198238512348. And this user will say that he is the only user he can find with it for sale but the 'seller' blocked him. If you were ask the 'seller' why he blocked him, he would say that he blocked him for 'being rude after he rejected his offer and would never unblock him' (Which forces the user to buy the item). Anyway, If a user wanted to to buy the item off the ‘seller', he would say he wants offers of something like your unusual + some keys. If a user would happen to fall for this and buy the orb off the 'seller' with his unusual/knife/item, both this user, and the 'seller’ would block the person.​

Summary - User refers to seller > seller will 'never unblock the
user’ and forces the victim to pay the ‘seller’. Victim buys the orb in
the hopes of getting this user’s unusual Searing Plasma Cold Killer for
cheap, but in reality, they block the user and run. Users are most
likely partners/linked, Someone/Several people have already fallen for the scam.
