what exactly is going on?

From what I could gather from another report, the accused misrepresenting the low value items in his inventory with much higher value items he advertises on the trade site. The scam appears to be to fool people who send him trade offers, to assume without closer inspections that the similar looking low end items he has are the high value items he claims to have for trade. I'm assuming that's what's going on here.

He has a duplicate account which is spelled almost identical. Account 1. /id/blueeegemmMMXXM/ Account 2. /id/bIueeegemmMMXXM/ Account one is spelled blue with an "L" Account 2 is spelled with an uppercase "i" he has both accounts setup to mirror each other with items etc.. he is taking his trade link from the account with the lower quality non blue gem in the pictures to trick people into sending a trade offer to. Looks like the same scam as the other reports.

The accused changed already changed his custom link names. That's why its always advised to copy original Steam link and not custom one, which can be easily changed. I did manage to trace them though. Both accounts are identical in every way apart from few very minor details. Both are private now.

Why isn't he banned already?

I mean he's doing this for at least 4 months now. Is he friend with a mod or something? This is just bulllshit. 5 pending reports and mods don't do s✿✿✿ about it. I stalked him for an entire week and he scamm at least, that I have seen, 10 high tier knifes.
