He said he has alot of reps (which he does). But he still scammed me

You'll also have to provide:
1.) A screenshot of the chat showing the original agreement
2.) A screenshot of your trade history showing the items traded
3.) A screenshot of which ever payment history you used showing that you never received your payments

Also if I were you I would also report this scam to Steam Support. If he really did scam you, they'll trade ban his account.
