Hello, I need help ASAP

Someone offered me 15$ steam money for my item. I'm really new in steam, and never used steam moneys before.

I added him and talked with him. He took my email, and sent mail like invitation. But suspicious things are:
1. I told him, since you have steam moneys, buy me item and trade it. He answered its not possible in my region. Steam banned our region from store.
2. His mail was in Spam.
3. He's mail came from [email protected]

He said, when we do trade, that money sent will activate. Is it fake attempt? or real deal?
