Since F2p can receive item but not give, it would be possible since aall the rep seems to be relatred to him pay with paypal.


BUT since the account is recent, he may chargeback the payment or use frauded card or something.

Note that he never even downloaded TF2, so how could he have an inventory to receive the item in the first place?

Team Fortress 2 items can be traded using steam trade.
People who never installed TF2 can still receive items for TF2.

But since the account is recent, i suggest to watch this in case it's may be an alt made to chargeback
