For the future, you should always do key buys in small chunks.

You can open a dispute with paypal. Remember to not close the dispute once you've opened it, until you get the keys or get refunded. He can refund you while the dispute is open. Once you close the dispute, it cannot be reopened or remade.

Got scammed by him as well this morning. also $190.00 paypal. My story is identical to yours. We should work together in getting our money back, more evidence. I screen shot everything as well,although I already opened a dispute.
