This guy's reports keep increasing and still nothing

First of all sorry for only post about this kind of things.
Anyways, this guy broilas( http://steamrep.com/search?q=broilas ) is an owner of a big cs 1.6 server.
He's a big scammer... What's his type of scam? Selling that butterfly knife he has on his profile for 20 euro paypal/paysafe/MB anyways he ends up scamming. Most of people get blind by his big fan group, level(kek) and being a server admin.
He's always farming hours and getting fake rep. I even added some of them to ask why they repped him. The answer was unbelievable "A friend told me his giving a away a knife and to enter in the giveway you need to rep him", most of them don't even know what rep is so..
He removes all the bad comments just to be clean... If someone attemps to add him and tell him he's a scammer he will simply say "Hey a have a big fan group why would i scam?". And if you mension SR he'll say "You know pending doesn't mean i'm a scammer that means they didn't got accepted". Bullshit i say.
I know that a lot of kids get scammed by him and i hope atleast a SR mark will decrease the number of scams.

This just shows how the community needs education. Pending reports mean nothing when gullible people are still taken in by what a scammer is saying. Educate them and they won't be so gullible.

MORE INFO: He adds random persons saying "Join my group and post +rep comment on my profile and join my group for my knife giveway", that explains a lot.
