click highlight dups when you click the backpack link Edit1: giveing him a warnning was a bad idea.. he got rid of most of his dupped hats
When you click "highlight duplicates," that means highlight all items a user has more than one of said item, not that they duped it. On a side note, him having so many of the same hats and stranges would most likely be the result of mass unboxing, which would also be supported by the large quantity of crates in his bp.

Just because I didn't want to trade you for your crates doesn't mean you need to get mad over this. Also if you are against dupe items, why did you want them if you think they are dupe?

It's not Duping. To do a Dupe Check you've got to do it manually. Find an item in his BP and if 2 of the same ID's are the same, then there is a possibility. In backpack.tf's case, click the magnifying glass thing and choose item history. Like Clive said, And I personally hope Steam Support does not get the wrong information like you are giving us now and actually DOES ban Mike. But you shouldn't be TF2OP banned for that.
