Declined Steam Scammer. Please urgently take care of.

This scammer that keeps on changing his name, so its hard to identify him. But his profile link is http://steamcommunity.com/profiles/76561197989002352/ and his steam ID is STEAM_0:0:14368312.
He scammed my friend http://steamcommunity.com/id/ShikariLeto, and what happened was that he said he would give my friend 5 steam games of my friend's choice for his Bill's Hat. My friend traded him the Bill's hat, then he would go offline most of the time, keep his profile hidden from everyone, and as we talk to him, he acts like who are we, and said he only started Steam a while ago, but that is an obvious lie because he has served 5 years in Steam. He is trying to change the subject, and run away from the problem as I am already facing him. I request for his account to be at banned, or at least trade banned. But the most important part is getting the Bill's Hat back.

this is true. i don't care that i won't get my bill hat back but i just want him gone from steam. he doesn't deserve to walk away from this.

Well it's not really my post that I got scammed, I'm just doing it for a friend, and that is glorious robot breasts up there

if i knew a site like this existed, i would've taken a pic. please believe me..

But do you at least have pictures of trade history(go to profile, then inventory, then at the top right corner there should be a "View item history")
