I did go into the TF2 Official Group Chat and people confirmed he had scammed three people in a few days. I am sorry for a lack of evidence and I know it is against the rules but this was my first and probably last money trade. So basically, I was advertising what was selling the the group chat, he contacted me, we talked for a while, we came to a decisions and then once I sent the items he de-friended me and is now gone. I would really like this looked into. I am sorry for the lack of evidence.
You really need evidence if you want anything to happen regarding this incident - I did a quick Google search and found nothing regarding his identity. Your only plus point is that he has a private profile, but that confirms nothing.
Again - this does not constitute as 100% proof. The lack of solid evidence means what has happened is easily misconstrued. So we now know you parted with some games, but until a chat log surfaces, anything happened.

You've lost them regardless, steamrep cannot bring your games back, and by sending them to him, you took the risk and as such, Valve won't be of service either.
If you can somehow get the other people he's scammed to report him, that would absolutely help. As of now all I can do is make notes about this case due to lack of evidence. Thank you for the report.
Fake ID64's are not possible anymore (not real existing ones anyway, valve hard-blocked them couple weeks ago, just try on a alt to put in a ID64 number... ). the right term is "using custom url's to hide himself" But even that isn't true anymore as well, old custom URL's are preserved and stay linked to accounts now for some time.
