What happened? Description:

He added me. He asked from me 50 keys via Paypal. Because he hadn't any decent rep, i told him that we could do the transaction in 3 parts. First, he would pay me for 20 Keys and i would send the keys after that, secondly, he would pay me for another 20 Keys and i would send the other 20 keys after that and teh last part with the last 10 keys with the same way. After, the first transaction, i didn't receive the second payment and i saw that he dispute the payment and i have an opened ticket in my Paypal account. He told me that he has some security issues but as i checked, he has opened the ticket.​

He paid first for the 20 keys and after i sent the trade offer with 20 keys. He accepted and dispute the payment.

I would like to explain the situation.

I managed to get some sort of paypal security issue, which lead them to review this transaction. Once it will be reviewed by paypal the case will be closed and the held from money will be removed. Which means seller is going to receive his paypament. I was kindly explaining him this through steam chat, but he wasnt even listening to me. If something goes wrong with this payment, i can repay you one we receive the answer from paypal about this transaction.

Thats why i wasn't able to finish the deal and purchase all the 50 keys like i was supposed to.

Rocket, the guy who added extra evidence and deleted by you, is the second victim. He can't add extra evidence?

He removed/sold all the keys from his inventory. No, response. He opened the ticket in Paypal. Paypal's message "The buyer stated that someone else had placed the order without his permission. Until this incident is closed, we have also pledged the amount of the transaction."
Definitely, he is a scammer.

I never removed anyone, i never blocked anybody, i can't do anything to paypal to remove the hold, Im very sorry but we will have to wait for paypal answer. Once they answer things will be more clearly. The transaction is still on hold it didnt go anywhere. So if the paypal decides that everything is fine with transaction the money will be removed from hold(thats what is going to happen). If something goes wrong and money returns i will repay you once again. And i dont quite get what screenshots you want me to upload?

Finally, i checked my Paypal and i saw that i received the payment, without problem. I think he had right and he had Paypal security issues. I have to apologize from him and take back my accusation. Really sorry my friend!

Sorry, but i was wrong. I thought was Paypal security issues but now i checked my resolution center and i saw that Paypal judged i had right and return the payment to me. So, he is definitely a Paypal scammer.

Sorry, about that. I'm new to this. You are here to judge whether he is or he is not.

At first, I found that I received the money normally. I thought it was just security issue. But later, I checked the resolution center of Paypal and found that it had justified me. If you take a look at the last two screenshots that I have sent you, you will see exactly the Paypal's answer. It was judjed in my favor, and it was not approved the cause of controversy from his side.
