Well, He is actually already marked as a scammer.
So, I don't think there is anything else can be done from SteamRep Community's part.
However you can go to SteamSupport with your facts and they will probably put the guy on Trade probation.

Not rly. It is important to always report a scam, so it can be added to his notes. You never know he wants to appeal for it one day...
