I met this person on tf2 outpost, He wanted to swap his bills hat for a different paint bills hat. I offered my manns mint bills and weapons for his value of teamwork bills hat and he accepted. We traded bills hat for bills hat and he managed quick-swap scam me. I told him to give it back but he declined. After that he traded all of his items including my bills to his other account http://steamcommunity.com/id/48637365/ . After that i tracked him down and demanded my bills but he refused and deleted me.
You can tell if the manns mint bills hat in his inventory was mine by looking at the previous owners.
I don't want my bills hat back more than for this scammer to be banned.

Sadly, we cannot return items. As in, we at SteamRep are physically unable to return any items- we don't have that ability. The only way you would get them is if a scammer chooses to give them back. Also, this is Valve's policy on scammed items:
"What is Steam's policy on returning scammed items/gifts?
Steam will not return any items or gifts that you feel have been traded unfairly. There are no exceptions to this policy. All trades are final. If you were scammed, you may report this scam to Steam Support so that action may be taken against the scammer. This does not include fraudulently purchased games that you receive. Please see this question for more information on what we do to handle fraudulent purchases."

could you do me a favor for reporting this guy by you asking him to give it to me? the main reason i reported was so that others wont be scammed by him but please, could you get me my bills back because i bought it with my own money. please

I am so sorry for what happened to you. That was my account and it was hijacked. I have a steam ticket in the works and verifying my credit cards now. But i feel you pain. I had like $70 worth and now i have maybe 10 weapons and a ban on tf2 outpost.
