    That link still explains more if you read thru it - if you can't donate the normal way there is a reason.
    You can still donate another way which if you read that donation link it gives you alternatives to support.

    Well, I understand there was a reason years ago, obviously I was donating like a week after I created a steam, but what is the reason now, hence I do not find any nonsuitable criteria. I think it is like when it was once rejected, then it means I can never donate, which seems kinda weird for me.
