What is the proper file size required to file a report of fraud / scam?

    my 3300kb word / paint documents will not upload because the file size is too large? What size do you need from me and how do I meet this.

    Not exactly sure off top of my head but as a suggest you can resize it in paint.
    Sounds like the your trying to upload a doc file type that isn't acceptable when you say word - use image files.
