I'm new to all this, i'm pissed but at least i know how it happened so it won't happen again... I only hope that somehow i can get it back

You should submit a ticket to Steam Support explaining the situation. If all goes well they'll grant back your hat (also if you were a victim too I suggest you create a separate report).
