Well this is awkward but I realized that the scammer was actually an impersonator.
the user I have listed above IS NOT the account I traded with.
the account I traded with is

and he used someone else's rep and name in the scam.
I must not have noticed because they have similar steam IDs and he changed his name and profile picture to match
