Screenshots (album) (after 3 they're all duplicates, something glitched out and I don't know how to delete them):

Proof that he was selling his hat (even his description of the hat being a god tier on outpost is misleading):

I was on Pink Taco's server advertising to sell an unusual hat (Stormy Storm Noble Amassment of Hats) when 'whopz' traded and offered a cloud 9 Cyborg Stunt Helm. (whilst I do not have screenshots of the negotiation, this is how it played out:) He had told me the hat was massive overpay and he had received offers of 2.5 buds on the hat (a price I was looking for) and that his b/o on the hat was marked at 4 buds. (these screenshots are conversations after the transaction) One of the screenshots shows proof that the hat is in fact a bud (or even less) according to the sharker. In another screenshot it shows evidence that the sharker and I both believe the noble amassment to be a hat of higher value (he offered to re-buy the hat from me at a price lower than the value of the noble amassment). The major piece of evidence that I have is this extract from a conversation (shown in one of the screenshots):

Me: you told me it was massive overpay
Me: sort of sharking if you ask me
    Him: I guess you're right
Me: and you're not going to do anything about it? Even after acknowledging the fact that you sharked me?
    Him: why would I?

Hello there! This seems to be a sharking report. SteamRep doesn't take these types of reports. Despite this, communities such as Harpoon Gaming and Mann Co. Trading do.

Here is a link to where you can report him http://harpoongaming.com/sharkingreports/

Remember only report a user for sharking if he/she lied about any prices meaning a hat is worth 5 keys but he tells you it is worth 1 bud, I read the chat and it confused me a little bit but I did see that he/she confirmed that they sharked you. I recommend reporting him/her now on the link provided.

Unfortunately this seems to be a shark report, Steamrep doesn't directly ban on these kind of reports but they're appreciated. However I'll have to archive your report due to this.

I invite you, to report this kind of event into trade servers such as Mann Co trading, who handle them.

Regardless, thank you for your report!
