Noone cares here in steamrep to do anything about these types of things (at least I was told when I submitted a report last time)
So do the following:
Report the site as a phishing site:
http://phishing.eset.com/report
https://submit.symantec.com/antifraud/phish.cgi
https://www.google.com/safebrowsing/report_phish/
http://toolbar.netcraft.com/report_url
https://www.phishtank.com/
Also open the phishing site in IE and report it using the menu option (important as even though google etc will ban the site, you will still be able to open it in IE)

Then discover the provider of the website:
http://www.networksolutions.com/whois/index.jsp

Once you have the provider go to their website and email them about the criminal activity (most have links for scamming/phishing sites)

For example, you will discover that many of the phishing sites are hosted by this Russian provider: https://www.reg.ru/
Using google translator translate the website so you can read it. You will see at the bottom link "contact us" in Russian.
Click on it and then you will see an option:
Spam complaints, content or other inappropriate actions:

[email protected]
through the form on the site
They will shut the website down in less than 24 hours usually (sometimes within minutes).
