This same guy attempted a scam on me, I would like to add evidence to this for you. This is a ruthless attempt at a scam.

Hello, there have been some changes in the policy and therefore SteamRep no longer handles phising/hi-jacking situations.

What makes you think it was a phishing link? It might have just been an attempt to shut your PC down for all we know. And the polcicies don't say aynthing about that.
