Description:
My friend Doodle163 spycrabbed against this guy with Doodle's Apoco-Fists versus Bowlcut's Sharp Dresser. When the game was over, Doodle had won, but Bowlcut exited out of the trade and disconncted from the server. Doodle tried to take screenshots of the chat and score and such, but the screenshots didn't take for some reason. I did, however, add the scammer as a friend and get the semi-confession out of him that's in the first screenshot. He didn't deny doing it and actually told me to go ahead and report him, and unfriended me immediately after that.
Doodle also added him on Doodle's alt account, the one in the second screenshot, and asked if Bowlcut scammed Doodle, and Bowlcut immediately unfriended him without responding. You'd think he would be confused and at least say no if he was innocent. That's what's in the second screenshot.
I'm sorry if this is not enough evidence, but if it helps, he blocked Doodle as well. If he claims to have given Doodle the item, the Sharp Dresser is still in Bowlcut's backpack: http://tf2b.com/item/76561198057310975/785085859

If there's anything more that would be required to mark him please let me know and I'll do my best to find whatever information you need.

Update: Bowlcut paid up today when Doodle randomly happened upon Bowlcut in a server and others in the server threatened to report Bowlcut in addition to this report. The Dresser is now in Doodle's backpack http://tf2b.com/item/76561198057690973/785085859 .
I leave it at your discretion as to whether to mark him anyway or not. He only gave it up because he was pressured to and threatened with reports, so keep that in mind when deciding.

Bowlcut added me today... Lets see if he wants to scam me

I doubt it, he seems like just someone who raged after losing a spycrab and was a baby about paying up a 2 refined item. I doubt that he would intentionally scam someone.
Of course, I know almost nothing about him, so for all I know he could be a malicious person who wants to scam everyone he meets. I just don't know.
