What happened? Description:

(My first time reporting someone, sorry if I'm doing something wrong)
I am using a skin in steam, that is why it looks different than normal.
(Skin: Metro for Steam)

First of all, I realise that he has been banned a lot from the looks of it but he is still trying to scam people. Second of all, I closed the steam chat by accident halfway through so I only have the last part of the conversation (sounds fishy , but try to trust me). Third, it was a Paypal trade (worth £25). (I will summarize what happened before I closed the chat.) He asks for me to trade first as he has more rep (http://www.steamtrades.com/user/Ingvar/page/1). He says that the VAC ban on his account is for modding COD: MW2. He also says his profile is set to private as there as a "spam/hack bot" posting comments on his page. When I ask him to turn his profile to public he says the comments will crash his steam client. I ask him to take a screenshot and he claims that I want that so I can "hack his steam". I ask him to post a screenshot of the comments he was getting and at first he says he doesn't know how. After I explain to him how to do it using printscreen, he says he found a way (using gyazo, a program that lets you capture a part of your screen and then it uploads directly to the internet) (Image linked below). He says he uploaded it to the site himself and claims he uploaded the picture and edited it. The screenshot (linked below) was of a comment posted with some random copy pasta and it says it was posted "Just Now". It was posted by someone not on his friends list (at that time) and he says it's a bot. This person's description is "scammer victim ". I looked at the profile and the person was playing CS:GO and had a lot of time on it. This account is also 3 years+ old and has a lot of games on it. (Slight chance it might be an alt account?) He also speaks in broken English a lot and offered way above the price of the item. He always keeps ranting on about his "158 positive feedback" that I didn't trust a bit. I know this is stupid but I only checked his steamrep afterwards and saw that he was definitely trying to scam me.

I don't know what else can be done about him seeing the amount of times he's been caught, I hope he will at least receive a trade ban or maybe his account deleted.​
