Description:
No scam took place. I was cold-added by this person who is obviously phishing for unusuals. He offered me above market price on my hat, through Paypal. His profile has a bunch of fake rep all generated within the same couple days. His backpack is near empty. Being a moderator at TF2TP, I looked up their IP address - there were no other accounts on tf2tp using that IP. However, it is an Argentian IP address (201-212-71-58.cab.prima.net.ar) and this Steam profile lists him as being from the US.

Same as Otacon, cold add, asking to overpay paypal.

Tried to set up using middleman who turned out to be an accomplice.

copypaste of the mail I sent to steam support:
"...it started when http://steamcommunity.com/id/sia1337/
this guy offered cash for my unusual trophy belt, and showed his reputation on comments. Cool enough, I went first, but no cash came on my paypal account and he just blocked me on steam after receiving my item.
Later then I realized all his "+rep" comments were made like, on the same day (as you can see on one of the screenshots) and made probably by fake accounts (if you take a look, you'll see that they're almost all set to private and one of them doesn't even have TF2). Plus, taking a look at the guy's backpack, you can see only crates/cheap items: there's no way he sold all those unusual/earbuds/whatever he sold to all those guys on his profile comments.

Finally, a few moments ago I found my hat at TF2outpost as you can see here:

If you click on the Unusual Trophy Belt, you'll see the ownership history, showing me (zana) at the bottom. Interesting enough, the second ownership was that "bx3 brainstorm" guy, as you can see on the screenshot, a "friend" (probably a fake acc) of the user who scammed me. I believe that's enough proof that I got scammed by him.

if you throw it on steamrep, it'll show as SOP SCAMMER. After all my search, I can conclude that Quickskope is his main account (which also has a scammer tag on steamrep) and sia1337 might be his new alt for cash scams. Let's make everything possible to make him banned, guys.
