I've never received anything like this before, so i asked him to wait while i call Paypal to see what its about.
Paypal dude stated that it was a payment request to me and that the terms and conditions were written by him and not PayPal.
He then proceeds to get angry, and then decides to cancel it and try to socially engineer me into not reporting him.

It's better to take a picture of the full chat conversation because the one you uploaded doesn't prove anything.

Alright, I was really afraid to check this place...

To start off my account was hijacked by a really stupid scam... I got added by a dude who seemed reputable enough and he talked to me and at the and he sent me a steamlink of his friend and he stated that he wanted me to addhim.

Stupid me didn't check the link and pressed it. It looked like a legit steam website and than I typed in my Username and Password to sign in. Without me knowing, it downloaded a file to my computer called STEAMGUARD.exe Thats when I realised I had really F***D up...

1 minute after it logged me out of my account and I couldn't log back in. The file was some type of malware. I tried everything using the forgot password and ofcourse contacting steam support. Steam support took really long to respond and they were not helping me out.

I was logged out of my account for a long time and I couldn't confirm that the account was mine. It took long to get my account back... But I finally got it back. It is really hard for me to explain this cause so many things happened when I was not on my account. My reputation was used against me, from the reports I see that the person had tried alot of scams.

Is there anywhere I can appeal the reports? Steamrep admin's I really need your help.

I got my account back 1 day ago. I will attach the last conversation with steam support. (The phisher didn't change my security questions)
