I logged in to steam and noticed that he sent me friend request. I acctepted it and asked why. Then he invited me to trade. He was trying to get three hats worth around 1 key for Dead Island: Epidemic. This game was possible to get for free with 3 additional gift copies for very long time.

That's lowballing, not a scam. A man can try, you know.
Some guy offered me steam discount coupons for my hat few minutes ago, too.
You by any chance interested in tropico 4 collector's bundle for your hats?

But if i wouldn't know how much this game was worth and accepted his offer then he would scam me. So technically he was trying to.

Your responsibility to look up prices for the items you're trading for, so nope, not a scam.

No such thing as "fixed" prices for anything in these games... You haggle for what you would like to give/receive for any item between the two parties. As you said this isn't a scam and there is nothing wrong with offering less or more for any thing no matter what anyone else says. I'm tryin to sell a vehicle, had someone offer me a few K less than I wanted for it but I didn't go running to the police because I felt they tried to "scam" me.

As mentioned above this doesn't fall into any scam category.
