    He's trying to offer Paypal funds in exchange for items.
    Serves a lot of inaccurate information about how the exchange works and shows clear intent to defraud.

    @Etherfast, Thank you for your report.
    I do see that the accused seems to have ulterior motives. But the evidence is not enough to add a tag. There are no prior reports on the accused to warrant a caution. If he were to appeal a ban for the evidence you have provided, it would not hold up.
    This being said will archive this report.
