You don't have screenshots of full chat.
    How's paypal involved in that?
If it's only lowballing, then it's not a scam. If you traded, it was your responsibility to check items' prices first. Ignorance is not an excuse.

    he offered crates for hats
I took screenshots before I closed the trade
  4. Gentleman, that is sharking, not scamming. And according to the SteamRep's reporting policy, shark reports are not investigated anymore.

We don't enforce prices at SteamRep. If the accused trades the items as agreed, and you confirm, then it's not a scam.
When certain conditions are met, where an accused knowingly misleads victim about item state/value for gross profit, causing unreasonable harm to an inexperienced trader, unfair trades can be considered "sharking", but we do not investigate sharking reports at SteamRep.

From the snippets of conversation you captured, you're leading them into the "shark" and trying to entrap them. This wouldn't even make the cut at a community who accepts shark reports because the accused is not seeking you out or misleading you about prices. If a "victim" offers their items for a worthless item, a shark did not occur.
