He said he would pay $70USD for a Unusual Hot Rod with Haunted Ghosts and pay me through paypal once we had traded, but he didn't and once we traded he deleted me as a friend and went offline

Not only do you need proof of the trade, you'd need the chat, the proper format and the scammer's ID

How do i get past steam chats with people?

You can't. You can always add him and talk to him. Get him to admit he scammed and it should work. Sorta like I did
