What happened? Description:

I offered to many M4A4 Assimov buyers and got relied from sandre.
he reply by offering $40 in paypal being sent via during same time as trade
my steam trade is bugged by w/e program he was using and bugged my steam
i refresh my paypal to find a invoice of $4,000 USD i was shocked
he continues to lead me on a goose chase and then remove friend and block me on steam and csgolounge.​

i couldn't get the chat back because it had been closed when steam started to bug out

This piece of s✿✿✿ scammed my friend out of his knife as well, he was the once under the username "Gunther 2" posting here. What are the policies on getting knifes back because my friend is pretty sad this happened, and I don't know if Steam Support can help him in any way.
