Accepted 76561198048352195 Scammed out of a Bill's Hat (Paypal promise)

Scammer (used multiple accounts these are the one I could find, he may have deleted some):

what happened:
He agreed that he would pay £10 using Paypal for my unpainted Bill's hat
He insisted that I traded the hat first - I felt reassured by the +reps on his profile (which were probably fake)
The Payment never came

Screenshot:
he says 'you have my word'
I had Paypal open
I had told him to put a liability notice in the notes on the payment

Please go to your Profile, then hit Inventory and then hit View Trade History. Once there, please take a screenshot of the trade you are reporting, then click on the name of the other trader (SpeenTo) and take a screenshot of his profile and copy his profile link. Then post all of that here, it will help SteamRep process your report more quickly.
