It happens that the scammer posted the unusual on Outpost.
I said that to old legal owner (-GoV- OGGUN) and he wrote something in this post, also another guy text in the post that was a scammed hat.

But this guy : http://steamcommunity.com/profiles/76561198049833333 didnt care and he just bought it for quickysell price and also he tried to resell it on outpost.
When an outpost admin (Sam) said him that it was a scammed hat he closed the post...

I think he has to get a Scamm tag coz he knew that and he saw on his own the previous owner said this in the outpost post- Or maybe could he resell it for cheap to the legal owner OGGUN to dont get the scamm tag?

Also he could be a partner of the scammer maybe-
Is there a way to see how much he really gave to buy the hat?

There's not way for us to see it unless he provides his Trade History. But he admits he did not check the SteamRep, seemingly because he was getting a God tier hat for dirt cheap and figured it was scammed but didn't care.
