    Background of the event:
    I offer a service where Philippine Dota 2 players without credit cards can get Dota 2 items by paying at a remittance center (think of a domestic version of Western Union). I charge a small amount for this service of convenience to be able to continue providing a trusted way for these players.

    On May 29, 2015, the scammer contacted me to order 2 Add 24 Levels to Compendium (Dota 2 items worth around 20 USD). With the payment details shown to us by the scammer on Facebook, we marked his account as ready to receive the items in the evening.

    Due to internet connection problems, we were only able to deliver the items on the next day (we couldn't access the Facebook inbox which is the reason why we were not able to claim the money at the remittance center).

    When the internet was restored, the first thing I did was send the pending orders to the ones who sent a copy of their transactions. I sent a Steam Trade Offer to the scammer since I trusted him not to scam us. Little did we know that the scammer had already cancelled the payment transaction at the remittance center without informing me.

    When I discovered this the following morning at the remittance center, the scammer had already blocked us on both Steam and Facebook after obtaining the items. To give him the benefit of the doubt, I gave him a deadline (June 3, 2015) to resolve the issue.

    We informed him that he had 3 choices to resolve this issue:
    a) Return the 2 items
    b) Replace with 2 TI5 compendiums
    c) Pay for the items

    However, these were met to no avail.

    Quote from the scammer expressing his intention not to return the items or pay for them after receiving it:

    "I went back to Palawan Express and cancelled the transaction, good thing the money was still unclaimed. And yes, I deliberately accepted your steam offer and make you feel what I felt that day. It was negligence on your part. And I don't give a damn about "incrimination" you say there is because there is none. Steam will not do anything to my account, you sent the steam offer. After every post you have posted on your page, my D2L account, on my Steam profile, even on my shop's page, do you really thing I'm so delighted to pay you back again? Pfft. Get lost!!"

    Quote from the scammer who was confident that he won't be banned since I was the one who sent the Steam Trade Offer:

    "Call me a scammer, report me as a scammer, but you're shop is definitely full of idiots. You have no grounds on me for anything. You were the one who steam offer, I did not."

    Since the scammer has shown no signs of returning the scammed items or paying for them after repeated reminders, I have decided to submit this report.

    I don't think Steam would return the scammed items since he already used it to level up his TI5 compendium but I hope that by submitting this report, it would go a long way in preventing him from scamming others.​

    I'm here to clean my name. pls see the conversation we had. My transaction to him was legit, I paid him thru remittance after I ordered the 2 24 level Compendium points. After that I waited for their response. You can see on the screenshot I was messaging them up until 6:00pm after I sent the money around 10:00AM in the morning. After that no response from him was ever heard, I tried to call the cellphone number they gave me more than 5 times that day to follow up on the transaction but sadly they did not respond. All I could think of at that time that I was being scammed, this was my first transaction to his "store", and sadly it went sour. I've had this kind of transaction before and it went smoothly with https://www.facebook.com/ECbiz.Dota2?fref=ts this page. But this so called "Pinoy Game Store" lacks the necessary tools to even put up a shop. The next day, I went back to the remittance shop and cancelled and refunded my money that was sent to them. This page https://www.facebook.com/PinoyGameStore posted such comments on my walls, D2L trades, Steam comments and even on my internet shop's page. Who would not block them? They even posted my name on this page https://www.facebook.com/dota2ph?fref=ts telling everyone that I was a Scammer and should be avoided. After all the defamation, and that sour transaction I went through with them they have the guts to report me here?? I own a small internet shop, and what is P960 pesos approximately $21 for me that I would exchange my name for such low offense. My hatred for them from that day onwards skyrocketed, and all the posts and defamation they issued against me could not compensate for that $21 that they steam offered my account. His shop should close so that no more costuners like me would undergo such ordeal. Ban his steam account from purchasing and reselling items for such high prices. For clarity please refer to the screenshots below and message me on my facebook or steam, I'm willing to clean my name.

    it was just a missunderstanding u wer sent items by the shop so u should have kept ur word and given them money as soon as they gave u items but u didnt hence they did the wrong part of defaming u on social media i think the only way to resolve this issue would be that the accused returns their items or pay them and the shop should apologise for their deeds and as well post on the accused social media tht the trade was completed and all they said was due to utter miss understanding . u both are to blame u should not take such large steps on ur own if ur such an reputated shop and as per the accused if u had their number u should hv cald back tht u have given the items and apologise for inconvinience and the accused ur realy to blame u got no right to keep their items for free u should have completed the transaction as they did on their part after their issue of internet was resolved

    also the shop should put up a dead line if their shop is legit like after the money payment items to be sent within 24hours or so and in some issue they should also keep a customer service thts how u run a shop not just buy and sell u should hv some issue resolving ability too

    it was wrong for the accused to blame their shop u scammed them for sure u didnt pay them for the items and even if it took time they gave u the items as per promise u didnt gave the shop anything+ u defamed their shop by posting on the social media in a wrong way so they reported u here as well as on other sites so i suggest u should pay them back and resolve this issue

    Until now (June 8, 2015), the accused has not returned the items or paid for it.

    We have been willing to settle this amicably and informed him repeatedly but he has remained steadfast in keeping the items which is the reason why we reported him to steamrep and other Dota 2 community sites. I'm sure Mr. Quial knows that what he did was wrong and if he is truly sincere that he isn't a scammer then he would return the items.

    We're willing to put this under the bridge with his cooperation.

    i talked to the accused personaley on this matter and the accused told evrything and its was crosscheckd with the evidences provided the accused agreed on returning items/money payment on one condition of the victim apologising i tried contacting the victime regular adds and droping messages on fb but still no reply from them even after seeing the messages my personal review about the store they dont realy care much their services not at all satisfactory as compared to other such shops i would like admins to considers accused side also as this issue is born out off uter miss understanding though the accused is willing to resolve this issue there is no feedback from the victims pls its a kind request to the administration to give a righteous call about thie report

    It's a good thing that this report has finally elicited a response from the accused after actively blocking us and deleting our reminders for more than a week.
    We apologized to him regarding the delay and tried explain our side yet

    As soon as he got the items, he immediately blocked our Facebook and Steam accounts.
    We gave him the benefit of the doubt and gave him reminders on all the ways we could reach him and gave him until June 3, 2015 to have it settled since we believed that this was a simple mistake from him. Yet these were left unheeded even after giving him ample time to have it settled so we had no recourse but to report him for what he did.

    We're willing to have this settled provided that the accused:
    a) apologizes for scamming us
    b) returns the items

    We wouldn't have reported him if he didn't scam us in the first place.

    After mediation by http://steamcommunity.com/id/mihirmm, the accused has promised to have the items paid by Saturday (June 13, 2015).
    In return, we would not pursue this report any further.

    We're willing to give him a second chance since the accused has recently shown to be cooperative with the mediation conversation.
    And we admire him for that.

    I would like to apologize to Aliths for the inconvenience we have caused.
    I would also like to thank Aliths for opening our eyes to this possible scenario and have worked on fixing any security flaws and procedures to improve our customer service.

    Going forward, we hope to offer a more convenient service in order to avoid any scenarios like this again.

    I thank http://steamcommunity.com/id/mihirmm for his mediation. I am more than willing to pay back the items I took from the shop, and I have promised to do so by Saturday. I hope this will be a lesson to all re-sellers out there, to give priority to your customers on their needs and feed backs. The move I took to not return the items was bad indeed, and I am sorry for that. I easily lose my cool when I am angry / frustrated / disappointed and I do silly things because of that. I hope we can start all over again, start clean. And I don't wanna ruin my rep for a mere $21. Thank you.
