He added me and told me that he wants to buy some keys trought paypal 2USD each, i said ok.
I told him i want to go 1key each, he said ok.
i gave him the key and then he blocked me.​

WHy is he not banned? he stole a key and gets away with it.....

The accused added me, seeking help with 'publishing' a 'report' over a person who scammed him out of a Black Ops 3 Access Key. Completely unrelated to this report but the accused has informed me that he not only didn't take part of this scam, he wasn't the owner of it until December 2014. Looking at the date from the Victim's, its probable, however unlikely, that a third subject is liable here for the stolen CS:GO key.

I've quoted Tio as he might understand the Portuguese more than me. I also pointed him to speak to him about filing a report as I cannot figure out the trickier words in broken Spanish to file a Scam Report.

The current owner of 76561198069816717 claims that he didn't know SteamRep existed until very recently, and that he's also concerned about the two pending reports against 76561198095308769. I would have directed him to post a reply with his story here but I lack the correct wording to 'persuade' him in a non-violent manner. (My choice of words in foreign languages I'm told, is very harsh/demanding/hostile/offensive/Russian.) Didn't want to juggle him more in case he changes his story.

If all of this checks out/is true, then http://steamrep.com/profiles/76561198095308769 would be who stole your key, @ThatFacebookGuy . One way for certain would be getting some Inventory History from the accused, showing the key/items traded to 76561198095308769 but I feel my language barrier and lack of expertise would render me unable to get it.

Buying accounts is against Steam TOS and is not a valid excuse for a report, I tho would require @ThatFacebookGuy to show his entire paypal history of the month of the event and the next one.
