Buyers are required to post +reputation on multiple trading sites before the transaction is conducted.

Scammer states in multiple trade listings:
"2. You must + rep me on steam, outpost, and source op!
3. If you do not have source op, you are not eligible for this trade (In other words you cannot buy)"

Check his old trades. He's been rep building for quite a while. Let alone his tf2op rep has 100 and if you would check it's all in a 1 month period.
