What happened? :
The victim, approached the accused whom owns a group called "Review Experts". This group is well known for their notorious behaviours , violating many of Valve's TOS & cheating people, like myself.

The victim discussed with the accused on a potential partnership proposal, like what I've did with you a Long time ago, @Enstage. They've negotiated to the deal of 23$ euros, to be sent via PayPal to [email protected] in exchange for 3 slots in a giveaway of "Ace Of Words" with 10,000 copies included which is to be launched within minutes after transitions is completed

After the victim had done his part in sending the payment despite having an issue with his country's PayPal restrictions, the accused refuses to perform the deal as agreed too at first.

The victim then demands for a refund, which the accused refused too. The accused then made claims on how he will only have the PayPal money credited to his account on 13th Of April 2016. After conducting some research, I find no article directing to PayPal having a cool down or delay period for money to show up into one's PayPal option regardless of one's payment option. The accused has already opened a support ticket on PayPal in hopes of getting his money he lost back. Which is still under investigations by them. The accused then shortly removed the victim & blocked him. The said giveaway has already been launched and the said groups requested as the deal was not added.

I already told this guy that he can get his money back but the money is blocked because he said i did not deliver any physical product, well this is a digital product and i told him that i would include him in a giveaway at 13 april because the money would be available to me at 13 april.
Now he is saying that i refused him to refund the money but if he blocks the money than i can't send it back till this issue is expired at paypal.com so i have to wait till this expires and i think that's 13 april and than paypal will give me the money or they will send it back idk.
Anyway if i will get the money i will surely send it back no problem.

The thing is that he send me 23 dollars and the agreement was 20 euro, so there was a paypal fee for converting the money which made it 1.50 less worth and that's why i can't send it back as i have zero other money on my paypal.
I only have like 21.50 dollar converted into euros, and he can get the money back that i received, i'm not gonna refund the paypal transaction fees, as he said in the provided screenshots that he would pay the paypal fees.
I would need to wait till his issue is expired and the money is free to be used, only than i can send it back.

If anyone knows a solution how i can send the money back in another way ( with paypal ) than i would love to hear it, i'm dissappointed that deduction reported me for this issue which was clearly not my fault.
And it's pretty ironic to use Mofo ( illegal greenlight promotor ) to write this report.

I look forward to a reply, especially from a steamrep moderator since i already talked enough with deduction but he doesn't seem to get it.

Yes i would report you just like i did with yolo army.
Yolo Army promised steam keys to people that would vote for their games, this is not allowed and they posted it on my group and not on their own because they know it's illegal, i reported and ended the partnership with them.
For you, you screwed up my paypal by blocking it and than say i need to refund or you report me? well you reported me here but i couldn't refund because the money is blocked, when i click on refund it tells me that i can't refund because i don't have enough money to refund.
It seems like we have to wait for the money to be unblocked or something like that, i don't want your money and i would love to end this train of pointless argueing and give you your money back but i can't.
You are reporting me for something i can't fix at THIS moment. You need to wait and as i told you earlier i would include you in a 13 april giveaway, if you don't want that than you still need to wait till 13 april as the money will be unblocked at that moment.

I never threatend you, i told you that i would report you for abusive behaviour, you semi blackmail me by saying that i need to refund but i can't at the moment since you did not properly cancelled the payment, instead of cancelling you entered in paypal that i didn't deliver you a product.

You can do two things now:

- Or you keep posting here that i didn't refund which is true, but i can't refund and that won't change by posting it here, it only ruines the relationship.
- Or you wait patiently till it's 13 april and the money will be available again.

In both ways you need to wait till 13 april, a report doesn't change the fact that we need to wait.

And for your next reply:
Instead of argueing about more stuff you could maybe talk about a solution.

Argueing will not get you your money back, with patience you get your money back.
If there are still problems at 13 april than i will charge my account with 20 euro - transaction fees and i will send it to you. ( i will send it in that case between 13-15 april )
